how do I "kite" in ghost wolf form in PVP2?

High item level azerite with the pack spirit trait + the spirit wolf talent + spectral recovery pvp talent. These together will make it almost impossible for melee to stick to you. With that being said, you don't need all of these together to kite melee and it would be overkill. Usually just making good use of ghost wolf at the right times while stunning with lasso and knocking with thunderstorm is enough to keep melee at bay while you deal damage.
