Skill Capped recommends the following stat priority for Restoration Druid PvP:
Mastery: Harmony is your most important stat as it increases the healing from your HoT effects. The more HoTs you have on a single target, the more healing they receive.
Versatility and Haste are your second priority. Aim for at least 20% Versatility for survivability. If you have no issues surviving, prioritize Haste to reduce GCD, cast times, and increase HoT tick frequency.
Critical Strike is your worst stat and should be avoided where possible.
