Enhancement Shaman Stat Priority
Agility > 3% Hit / Expertise > Mastery > Critical Strike > Haste
Prioritize as much Agility as you can. The more agility you have, the more Attack Power you will have, buffing all your abilities. After focusing on Agility, make sure to have at least 3% Hit and Expertise first before focusing on your secondary stats. This makes sure that none of your abilities miss or dodge while attacking your opponent.
After making sure you reach the Hit cap and Expertise soft cap, focus on getting the most amount of Mastery, followed by Haste. Mastery is simply your best secondary stat since it will give you a flat damage increase on your spells. Haste, on the other hand, is a quality of life stat for Shaman as it is considered a global intensive class. This will help you disrupt your foes a bit easier since it reduces the global cooldown.
Lastly, Critical Strike is your least important stat and should be avoided whenever possible.
Thankfully, PvP has two new stats engrained on all PvP gear. These two are PvP Resilience and PvP Power.
PvP Resilence is identical to its predecessor, Resilience, as it reduces incoming damage from enemy players. PvP Power, on the other hand, is a completely new stat that makes our healing and damage stronger to other players. These two will naturally apply as you gear, meaning you don’t have to worry about min-maxxing these stats.
If you plan on reforging your stats for optimization, make sure to reforge any secondary stats, prioritizing Critical Strike, to Hit if you have not reached the 3% Hit Cap. If you are above the Hit Cap, convert Critical Strike into Mastery or Haste.
