Unfortunately, the best race options are on the side of Alliance. If you still find yourself looking for Horde options, Orc is quite familiar to most PvP players. It received significant nerfs going into Dragonflight with Hardiness not being as effective anymore, but it is still worth considering.

This is hands down the best race for Outlaw Rogue. By now, you probably know how flexible Shadowmeld is. It is a massively nuanced cooldown, and is almost mandatory for any rogue spec. The reason for that is Vanish, which is both your best defensive and one of your best offensive cooldowns. This presents a difficult problem when you have to decide how best to use it. Shadowmeld acts as a pseudo Vanish, giving you a defensive option when needed, and giving you all the damage benefits of being in stealth.
