When it comes to choosing a race for a Havoc Demon Hunter in Dragonflight, nothing has really changed. You only have two options, one for each faction. At the end of the day, the two are nearly identical in terms of power. The only real difference in playstyle is that Night Elf is a little more defensive, whereas Blood Elf is more suited for aggressive playstyles.

Blood Elf
The main advantage of Blood Elf is that you gain access to Arcane Torrent. It is an offensive AoE dispel on a 2-minute cooldown. An additional dispel button can also come in handy in some niche cases, but it won’t be game-breaking by any means.
More importantly, it grants you 15 Fury when pressed. This may not sound like a lot, but you will find yourself in a ton of scenarios where this 15 on-demand Fury can make all the difference. Fury management has gotten more important in Dragonflight, which gives Arcane Torrent some additional value.

Night Elf is overall better than Blood Elf, simply because Shadowmeld is undoubtedly one of the best racial abilities in the game. It allows you to become immune to all CC and damage for less than a second, which, if timed well, can give you a lot of value for a single button. While it is a bit more challenging to play around and make use of, Shadowmeld is still incredibly strong when used well.
You also gain access to Quickness, which grants you a passive 2% Dodge chance. It may not sound like a lot, but could come in clutch in some situations.
